Joseph Devine is a 2007 RHP/MIF with a 6'2'', 165 lb. frame from Henderson KY, who attends Owensboro Catholic HS. We saw Devine at the World Underclass Showcase 6-7 weeks previously and saw a different prospect this time around, perhaps one that is in better throwing shape. Devine is a young junior with a young face and body. He has long limbs and a loose, floppy arm. He throws from an "El Duque" style delivery with a big leg raise and good balance. Devine's arm stroke is very long and loose and he has some wrap in back. His release point is extended 3/4's and with his long arms the ball looks like it's coming from behind a right handed hitter. It's also very fast and Devine was able to throw his fastball 84-86 mph with very good late life that jumped on right handed hitters hands. Devine's breaking ball was 71-74 mph and was very sharp at times, with a big, late break. Right handed hitters were very uncomfortable in the box with Devine on the mound and there were probably more bad swings against him than any other pitcher. Devine did a good job of throwing to spots for a young pitcher and had an idea on the mound. This young pitcher could throw very hard one day with his looseness and arm speed and he's already scaring hitters a bit. Devine also swung the bat well at the showcase. He has a good swing path, with quick, quiet hands and nice bat speed. He centered the ball consistently and had good leverage on contact. Devine is a top level national follow and should be watched carefully. He is also a good student.
